In 2011 and 2012, Loper, 39, of the 3700 block of Parkview Avenue, Baltimore, acted as a physician, both online and at a crash scene, and also to police officers, firefighters, emergency room personnel and to a judge, according to documents from the Maryland State Board of Physicians.
